The Problem:
Ballot Measures Shouldn’t Be This Hard to Understand
Public Policy Institute of California found that only 41% of likely voters feel very confident they understand ballot measures, according to a Public Policy Institute of California survey. Meanwhile, over 60% say propositions are too complicated.
